Executive Summary
Recent discussions on Angola have always centred on the 27-year civil war that ravaged the seventh-largest nation in Africa. Devastated by war and civil strife till 2002, Angola is still trying to recuperate from the widespread damage to its industry and infrastructure.

Angola’s mining industry is one of its major revenue sources, primarily through foreign earnings from diamond exports. Contributions made by the non-oil mining industry account for over 7% of the Angolan GDP. Diamonds bring in an estimated 98% of this. Supplying 7-9% of the world diamond output, Angola is ranked among the global top five diamond producers in value terms.

The Angolan diamond industry came into the spotlight after the enforcement of the Kimberley Process in 2003. This was initiated to halt the mammoth conflict diamond trade and its role in various African civil wars. Since 2002, a major influx of entrepreneurs has resulted in Angolan mining receiving a much-needed boost. However, Angola also hosts sizeable quantities of other minerals. Prior to its independence in 1975, iron ore was extracted in provinces such as Malange, Bié, Huambo and Huíla, with an average yearly output of around 5.7mn tonnes. In addition, Angola recorded high copper production prior to 1963.

Angola’s constitution clearly says that all minerals in the nation belong to the state. The Ministry of Geology and Mines manages mineral exploration and development activities through granting of relevant prospecting and mining titles as well as via supervision. Angola’s Empresa Nacional de Diamantes de Angola (Endiama) was established to represent the minimum essential government intervention in diamond mining and trading activities. But although Endiama has a stake in most diamond mining activity in Angola, its purpose is not to play the role of competitor to investing companies.

The Mining Law of 1992 comprises legislation enforcing a special fiscal regime aimed at reducing the dominance of state-owned firms. The law has worked towards eliminating the monopoly over mineral rights and endeavoured to provide fair investment opportunities to private players.
