Executive Summary
Morocco is located in northern Africa, and is the largest exporter and third-largest producer of phosphates worldwide. Hosting about two-thirds of global phosphate reserves, the mining industry forms a major component of Morocco’s economy. Morocco’s enormous phosphate resources are located within 150km from shipping ports, in cretaceous, palaeocene and eocene marine sediments. Morocco is now also developing local production of phosphoric acid.

Silver is also an important commodity for the Moroccan mining industry. Gold and silver are usually obtained as by-products of base metals. Copper is found mostly in central and south-western Morocco. The Anti Atlas region in south-western Morocco is host to several major mines, featuring deposits of gold, silver, manganese, copper, lead, zinc and cobalt.

The major regulatory body for the Moroccan mining industry is the Office National des Hydrocarbures et des Mines (Onhym), which is responsible for the exploration and promotion of all mineral resources. All mineral resources are the property of the state, which issues permits and licences to explore and exploit the mineral resources. However, phosphates remain a state monopoly. The exploration licences, mining permits and mining concessions are issued for initial periods of three, four and 75 years, respectively. Mining rights are generally granted on a first-come-first-served basis, after evaluation of the financial capability of the applicant.

State-owned Office Chérifien des Phosphates (OCP) is the national phosphates monopoly. With Benguérir, Khouribga and Youssoufia mines in central Morocco, OCP is responsible for the production and selling of all phosphate resources in Morocco. The mining of all minerals, except phosphates, has been undertaken by private sector companies. Omnium Nord Africain (ONA) is Morocco’s largest private mining company, it has interests in gold, silver, zinc and cobalt mines.
